Connecticut Gov. M. Jodi Rell has signed into law a bill that establishes a mandatory recycling program for all CEDs (Covered Electronic Devices). This includes computers, televisions, and many other e-devices that will be disposed of within the state.
The law, substitute House Bill 7249, requires electronic manufacturers, beginning in 2009, to register their devices with the Connecticut Department of Environmental Protection (DEP). The manufacturers will pay an annual fee that will be used to recycle the e-devices. Cities and towns are required to provide recycling for these devices. This includes making arrangements for collection and transportation of the devices to a DEP-approved recycler.
The law, which goes into effect Oct. 1, 2009, exempts some small electronic devices. This includes cell phones, calculators and pagers. A provision requiring the DEP to begin drawing up regulations took effect July 1 2008, and a provision allowing the DEP to join an existing regional electronics recycling organization to take effect at passage.

In the US there are approximately 54 million homes with at least one computer in them. There are 150 million cell phones with batteries and countless other electronic devices that have hazardous materials in them. In this electronic waste the materials, like lead, can poison our soil, ground water, and oceans.
In all of these devices there are many recyclable parts, such as; resistors, potentiometers, capacitors, inductors, transformers, and diodes. There is also plastic, glass, and precious metals, such as gold, platinum, titanium, and copper found in many of these devices.
All of these raw materials can be used again. The principal complexity is reclaiming the raw materials and testing the usable parts.
